The band should feel comfortable but firm because this is where a lot of the support comes from. 

To check if it’s too small, stretch those arms up into the air. If the cups ride up, get a size down in the back. But if the bra gives you four breasts, your cups are far too small, and you should go up a cup size. A great tip is that if you need to go up a cup size, go down one on the underband size and vice-versa.
